GVMS Downtime - BCP Procedures Now Live

GVMS is currently experiencing system issues and as a result, the BCP procedures are now live until further notice. Due to the outage, goods which are meant to travel using a GMR have not been able to get one.

Update from HMRC: 

Following this afternoon’s systems issues with Goods Vehicle Movement Service (GVMS), we can advise that the system is now fully operational.

We can also confirm that the continuity plan that was in place for a short period of time has now been lifted, Goods Movement References (GMRs) will be required for all movements using GVMS. 

If you were affected by this issue, we apologise for any inconvenience caused and thank you for your patience. 

 

HMRC is allowing an interim measure in response to these issues. This will allow vehicles or trailers to travel without a Goods Movement Reference (GMR) during this period, whilst still providing alternative documentation to show completed customs processes.

For example, one of the following (non exhaustive):

  • Transit Accompanying Document (TAD) (If unable to create a TAD, then photocopies or digital copies of copy 4 of the SAD should be carried)
  • Movement Reference Number (MRN)
  • Entry Reference Number (ERN)
  • Declaration Unique Consignment Reference (DUCR)
  • Postal Operators moving goods between GB and the EU will not be able to provide MRNs so alternative documentation can be accepted. Similarly, confirmation that consignments which qualify for the waiver that applies to parcels moving from GB into NI can also be accepted
  • Hauliers with empty vehicles can provide their GB EORI number
